Rachel Kelly, sister of Maine temperance lobbyist and Prohibition Party leader Ben Bubar, was born in Blaine, Maine on 22 November 1922. She died on 14 January 2002.
Mrs. Kelly was an educator, trained at Colby College and at the University of Maine. She was active in the WCTU, serving as President of the National Woman’s Christian Temperance Union from 1988 through 1996. Not hitherto a partisan Prohibitionist, she was drafted by Earl Dodge to be his running-mate in 1996.
