Illinois candidates sometimes get one-half votes.  This is because between 1870 and 1980, Illinois used cumulative voting for all multi-winner elections.  If the voter is offered a choice to "elect 3," then the voter may cast all three of his votes for a single candidate, or the voter can cast one vote for each of three, or one and one-half for each of two. The last choice, casting three votes for two candidates, results in half votes.  These are not typographical errors.
